A notice can disagree with itself

THE SIGNAL: €57.97bn as stated, or €49.31bn once we check the notices against themselves.
Since 1 July, French EU-threshold tender notices advertised €57.97bn in procedure-level estimated values. But 137 notices give a procedure value more than double, or less than half, the sum of their own lots. One coach framework states €8.34bn — its five lots add up to €1.84bn.

Why this matters to you: headline totals are only as good as buyers' own data entry. These are advertised estimates, often multi-year framework ceilings — not awarded contracts or guaranteed spending.
